Queen Elizabeth has outlined the U.K. government’s legislative agenda dominated by preparation for Britain’s departure from the European Union.

The Queen’s Speech was brief — a reflection of Prime Minister Theresa May’s diminished power following a disastrous snap election in which she lost her majority.

Elizabeth’s husband, Prince Philip, did not attend the opening. He was admitted to hospital on Tuesday as a “precautionary measure” to treat an infection arising from a “pre-existing condition,” Buckingham Palace said on Wednesday.

“He is in good spirits, he is disappointed to be missing the opening of Parliament and Royal Ascot,” a palace spokesperson said.

Prime Minister Theresa May has promised to work with “humility and resolve” in delivering her agenda.

For the first time in decades, the government went into the ceremonial event uncertain whether it can avoid defeat on its agenda.
